    Sayyid Al-Hakeem Affirms Giving Local Governments Constitutional Powers

    His Eminence Sayyid Al-Hakeem, Head of the National State Powers’ Alliance, received at His office in Baghdad on Thursday, 29 January 2026, the Governor of Najaf Al-Ashraf, Mr. Yusuf Ghanawi. The meeting focused on the state of public services in the governorate, mechanisms for improving them, and the importance of continuous engagement with elites and qualified professionals to enhance the quality of services delivered to citizens.
    H.E. praised the progress made in service provision in the city of Najaf Al-Ashraf, calling for intensified efforts to further upgrade the service sector, and emphasizing the need to grant local governments their full constitutional, legal, and financial powers so they can carry out their responsibilities more effectively.
    H.E. stressed that the success of development and service initiatives in Najaf Al-Ashraf is of particular importance given the city’s major religious and spiritual significance for Muslims and the followers of Ahl Al-Bayt (peace be upon them), as it hosts the shrine of the Commander of the Faithful, Ali (peace be upon him), and is home to the religious authority and the blessed Hawza seminary.
    H.E. also urged greater attention to infrastructure in district and sub-district areas, the diversification of income sources within the governorate, and the adoption of practical approaches to self-financing, in order to achieve sustainable development and reduce the financial burden on the federal government.
