    From Maysan, Sayyid Al-Hakeem Calls to Change Stereotypical Image of Provincial Councils and Maintaining Their Service Framework

    Under the blessings of Allah, Sayyid Ammar Al-Hakeem, Head of Al-Hikma National Movement, began his visit to the province of generosity and giving, Maysan, by meeting with the governor, Mr. Habeeb Al-Fartoosi, the chairman of the provincial council, several members of the parliament and the provincial council, heads of administrative units, service department directors, and security leaders in the province on 25/4/2024. His Eminence emphasized that his presence was a message of interest in the giving province with its historical depth and reservoir of mujahideen, praising the cooperation and integration between the province and its council.
    H.E. affirmed that public satisfaction is one of the most important indicators of satisfaction with the political system, explaining that services are a priority in light of security, political, and social stability while emphasizing the need to preserve the advantage of local governments as service-oriented.
    H.E. called for changing the stereotypical image of provincial councils, as they bore the burden of the previous stage and left a significant gap after their abolition. Therefore, it is necessary to establish their importance in the service process and the impact of the service process on the political system, explaining the nature of the intersecting visions in administration between centralization and decentralization. H.E. emphasized the commitment to the constitution and the retrieval of files related to provincial councils, stating that the transfer of powers in the previous stage was not well-considered, which confused the provinces and gave the impression that they were unable to bear responsibility.
    H.E. also emphasized the importance of work and achievement as the basis of work, calling for managing aspirations and addressing the wounds, focusing on stalled projects, and completing them. Infrastructure development, furnishing, planning, and proper execution with clear timelines play a crucial role in presenting a positive image.
    H.E. also stressed the importance of attracting investment for its role in achieving comprehensive development and avoiding the risks of relying on fluctuating oil prices, emphasizing the ideal environment for investment and the popular and official solidarity in supporting investment. He also called for providing land plots for employees and others, stating that construction stimulates the job market. H.E. emphasized tackling the scourge of drugs and dealing with it as a teamwork with the relevant authorities, reiterating his support for provinces and granting them the opportunity to build their cities.
    H.E. emphasized working on building the human personality and addressing the consequences resulting from wars, crises, and sieges, stating that building must be gradual. He called for recognizing the scientific and economic qualifications inside and outside Iraq, stressing patience and confidence that Iraq and Iraqis are on the rise in the region and the world, as evidenced by the outlook of regional countries towards Iraq. He referred to the reception of the Prime Minister in the United States and the indications of the world's interest in Iraq and its positive developments.
