    Sayyid Al-Hakeem: Strategic Framework’s Agreement voted on by the Iraqi Parliament, and it stands as a crucial, endorsed, and comprehensive agreement across all sectors.

    During his participation in the Sulaymaniyah International Forum on 17/4/2024, Sayyid Ammar Al-Hakeem, Head of Al-Hikma National Movement, called for the resolution of electing a Speaker of the Parliament and extended his congratulations to the Yazidi community on their holiday. His Eminence pointed out that the Iranian response was not aimed at escalation or widening the battlefront but rather at asserting its right to respond. H.E. noted that Israel had not been officially attacked by another country in decades, which itself marks a qualitative shift, demonstrating Iran's capability to breach Israeli security measures despite cooperation with numerous countries.
    H.E. emphasized Iraq's advanced position in supporting the Palestinian people and solidarity with Palestine. However, he clarified that the official governmental and political stance does not align with the use of Iraqi territory for military operations. H.E. called on the international community to halt the war in Gaza and implement the Security Council's resolution to cease hostilities and provide aid.
    H.E. reiterated that Iraqi factions have never claimed to act on external orders but rather to preserve the country's sovereignty from their perspective. H.E. advocated for a policy of containment rather than confrontation, especially as Iraq is in a phase of reconstruction and internal restructuring.
    H.E. stressed the utmost concern for Iraq's security, sovereignty, and independence, expressing hope for a moment where Iraq can fully manage its security affairs and control arms. H.E. affirmed Iraq's seriousness in ending the tasks of the international coalition, particularly with the defeat of ISIS as an existential challenge. H.E. emphasized the importance of ending the coalition's tasks through dialogue with international parties and mutual understanding rather than other means.
    H.E. added that Iraq's relationship with the United States is regulated by a strategic framework agreement ratified by the Iraqi Parliament, encompassing all areas. The purpose of the Prime Minister's visit to the United States is to activate this agreement and establish a bilateral relationship. H.E. noted that as bilateral relations between the two parties stabilize, it becomes possible to expedite the conclusion of the international coalition's tasks.
    H.E. highlighted that Iraq's challenges have shaped the priorities of previous Prime Ministers, shifting from security to societal and political priorities. Today, with relative financial abundance, the focus is on reconstruction, services, and development, given the stability in security, society, and politics. H.E. underscored the importance of positively engaging with current achievements and strengthening stability, transitioning towards enduring stability. H.E. emphasized the role of state institutions and high transparency in preventing corruption, noting significant progress in addressing these issues.
    H.E. concluded by stating that it's natural for a diverse country like Iraq, with its varied ethnicities, nationalities, religions, tribes, and clans, to undergo periodic reviews to diagnose errors, rectify them, and reinforce positives.

    H.E. ceased the call for a new social and political gathering in 2021 due to the unbalanced outcomes of the elections. Consequently, amending the constitutions should not be imposed but rather requires national consensus." H.E. emphasized the importance of political powers being present according to their natural sizes. Also, stopped calling for this gathering after the formation of the government and the withdrawal of influential parties such as Al-Sadr Movement from the scene, putting us in a different situation. Therefore, H.E. pointed out the monitoring of the upcoming elections and expressed hope that they would lead to complete rebalancing and the presence of all parties. Only then could the idea of a new social and political contract be activated.
    H.E. affirmed his keenness to send reassurance messages to the Kurdistan Region, by the government and political forces, launching salaries, and seeking financial solutions to assist the region. H.E. expressed optimism about the Iraqi situation based on what we hear from regional leaders towards Iraq. H.E. visits to them are undoubtedly coordinated with the government, where the Iraqi reality, ways to support Iraq, bilateral relations, and regional issues were discussed, thereby confirming Iraq's effectiveness and its regional and international role in the overall regional events.
